Spatial Data Registry (RPI) is built up in accordance with the National concept of informatization of the public administration as the basic state register. In the Slovak Republic is created and registered a large number of reference and assigned-thematic spatial data, distributed according to the needs of a specific interest (e.g., topography, altimetry, copyrights, environmental information, transport networks, geological information, etc.) from a variety of data sources characterizing objects and phenomena in nature and society in varying quality and timeliness.
Act No. 3/2010 Coll. on the National Infrastructure for Spatial Data (NIPI), inter alia, defines the range of compulsory subjects to participate in the process of establishing, updating and use of NIPI. The construction of the RPI information system allows for an effective fulfilment of related obligations to persons who do not have enough financial resources to build their own information system for collecting, storing and providing information on files and services of spatial data.
The main objective of the project is to create the RPI as an unified and consistent source of spatial data in the form of metadata on spatial data files and services. The specific objectives of the RPI project includes an effective integration of RPI into the overall eGovernment architecture, accessibility of RPI electronic services and facilitation of its supportive functionality for the applicability of legal procedures and creation of an RPI and national infrastructure access point portal for spatial information and for connection with the national geoportal.
RPI will bring to public administration, professional community and citizens a unified and data consistent source of spatial data in the form of metadata files and spatial data services for the end users (in the form of metadata on spatial data files and spatial services data). RPI services are available to citizens, entrepreneurs, public administration in such a way that RPI users do not have to collect spatial data and spatial data services from different sources. RPI unifies the development, provision and updating of spatial metadata, as well as the creation and application of the principles of harmonization and interoperability of spatial data in a structure, which is determined by the relevant implementing rules. The RPI system will in this way get only the metadata meeting the validation rules set out in the INSPIRE directive and its implementing rules, amended by the rules as defined in the framework of the Act on NIPI.
RPI provides a national discovery service that makes available the contents of a Spatial Data Registry, through which will be made available spatial data location (based on spatial metadata) in the source registers, or data on other services needed for its location or acquisition. There is a main data specification created through a legislative-defined metadata profile which presents a consensus between the requirements of a uniform spatial data description and spatial data services in the Slovak Republic. Its implementation allows for efficient inventory and metadata management, search and finding the required spatial data and services, but also to meet the requirements for metadata based on the Directive 2007/2/EC INSPIRE.
Another benefit of the RPI is a definition of unambiguous identification of spatial data files and spatial data services, including their metadata by assigning a unique identifier. The identifiers form the basis for validation of metadata managed in the registry. RPI provides services for unified generation of INSPIRE monitoring reports, which are the basis for the processing of messages for the EU on the status and quality of the provided services for the spatial data in the Slovak Republic.
In addition to the tools for administration, generation and search of metadata, the RPI also provides tools such as transformation service, validation service, glossary and geo-nomenclature.
